About Us – National Council for Construction

Background

National Council for Construction (NCC) is a statutory body governed by the National Council for Construction Act No. 10 of 2020 under the Laws of Zambia. Under this Law, NCC is charged with the responsibility of providing for the promotion, development, training and regulation of the Construction Industry in Zambia. In fulfilling its mandate, NCC undertakes the following activities:

Registration of contractors;
Registration of Manufactures and suppliers;
Registration of Projects;
Testing of construction materials;
Conducting research into the use of local construction materials;
Monitoring of contractors; and
Capacity building of medium and small scale contractors.

Functions of NCC

Regulate and promote the construction industry in the Republic;
Advise and make recommendations to the Government on matters affecting or connected with the construction industry, and on the control of construction works and safety in construction;
Promote the prioritisation of a Zambian contractor in the procurement of construction works and accessing opportunities in the construction industry in accordance with this Act and any other written law;
Assess the performance of registered contractors in the execution of construction works and establish a performance record for registered contractors;
Establish minimum standards and best practice assessment schemes for the construction industry;
Promote the adoption of internationally recognised environmental management, health and safety standards for the construction industry, approved by an appropriate authority;
Promote the development of local contractors, in consultation and collaboration with an appropriate authority;
Promote research, development and innovation in the construction industry;
Promote the efficient use of resources for infrastructure development and advise the Government on the measures and interventions that need to be put in place and implemented for infrastructure development;
Set and implement, safety standards for the construction industry, in collaboration with an appropriate authority;
make available to the public published information relating to the construction industry;
Advise and assist the public on matters relating to the construction industry;
Promote and maintain competition among contractors, professionals or other persons engaged in the construction industry.
Promote quality control of construction works, processes and construction materials;
Collaborate with the professional bodies and other relevant bodies on matters concerning the development of the construction industry in the Republic;
Promote the use of alternative dispute resolution mechanisms for the construction industry; and
Provide guidance and advice on construction related matters;
