The Registration and Regulation Department of NCC was established to carry out its regulatory functions. The core functions of this Department involves:
NCC established a Registration and affiliation Scheme for contractors and consultants in December 2005. The Registration Scheme is intended to be the basis for regulating the industry by ensuring that only legitimate persons undertake work in Zambia. The scheme also provides for the establishment of a database of projects under construction, contractors and consultants in the Zambian construction industry, which is used for construction industry development.
The Finance and Administration Directorate is responsible for all the financial and administrative work of NCC. It also acts as a catalyst to provide advice, recommendations and support services to the other two Directorates to ensure smooth operations. The Legal Services Department provides legal advice and representation to NCC. Most importantly, this department ensures that the National Construction Act and its subsidiary legislation is correctly applied to ensure its legal risks are mitigated. In addition, the Department works with members of staff and relevant stakeholders to develop and review construction related regulations, policies and procedures. The Department also raises awareness of legal issues relevant to NCC.
In order to meet one of its core functions as prescribed in the National Council for Construction Act No. 10 of 2020 of “providing training and coordinating training programmes of persons engaged in the construction industry”, NCC has a Construction School.
The core function of the Construction School is to provide training, coordinate, improve and facilitate accessibility to training in the construction industry in Zambia in order to achieve and maintain the highest possible standards in the industry.
The Construction School aims to upgrade and develop the much needed capacity in contractors in order to grow the construction sector to a level where it can be competitive at both local and international levels through training.
